Why does my competitor show up higher than me on Google?

Start with the map pack, since that is usually what people mean. Google weighs profile completeness, review count and recency, and closeness to the searcher. Open your profile and theirs side by side. The differences are usually not subtle.
Then the site. Do they have a page for water heater repair in your city while you have one generic services page? Specific pages beat general ones for specific searches. Speed counts too, especially on phones.
